Visa, passport, vaccination required at the border, customs and consular assistance. Rules depend on your nationality: each point says who it applies to.
Visa
A visa is required before arrival; Canada states it is only issued to residents of the country where you apply, in person, in about 20 working days. A visa obtained abroad may not be recognised in some areas or at some entry points.

A visa is required, issued by the Libyan Embassy after approval by the Libyan Ministry of Foreign Affairs; no visa on arrival. Passports with an Israeli visa or stamp are refused. Do not use a tourist visa for business travel.

A visa is required and must be requested from the Libyan mission responsible for your country of residence (in Germany: the Libyan Embassy in Berlin).

Both an entry visa and an exit visa are required. Libya does not currently issue tourist visas: only work, mission, visit or family reunification visas, on an invitation from a Libyan entity submitted through the General Directorate of Passports and Immigration.
